I wouldn't stress. Most of them are search engine spiders indexing the site.

You could always step by step increment up the user online timeout period over weeks / months until its somewhere around the 45 minute mark and from time to time post how the most online users ever count is getting higher and higher and imply the forum is getting busier and busier. I'm sure I've seen that done somewhere before
