In a nutshell, no. Its more the intentions that offend rather than the actions themselves.
And its the confusion between the two that have lead to the fucking pc brigade banning songs like Baa Baa Black Sheep.
I see it like this. If a classroom full of kids sing Baa Baa Black Sheep, and one of the black kids takes offence, its his/her problem. No-one's trying to ostracise or belittle the kid. If however the kids start calling him/her 'black sheep' or such in the playground, or the song is sung with racist intentions behind it, then that changes everything and the kid has a valid argument for getting it banned. But if some fucking pen-pusher in an office 50 miles away suddenly takes it upon themselves to 'defend the human rights of all minority kids' and bans the song without ever hearing a single complaint, then they can just fuck off and die. Of a ruptured bowel caused by anal warts blocking their ringhole.*
* Just in case I was coming across as a bit too serious here!
